Patient taking Novartis MS pill developed rare disease

ZURICH (Reuters) - A patient taking Novartis' multiple sclerosis pill Gilenya developed a rare and potentially fatal viral disease, the Swiss drugmaker said on Tuesday, an unexpected setback as it faces growing competition from new oral treatments.

Gilenya is one of Novartis' big new drug hopes, growing 66 percent in the second quarter to $468 million. But the drug faces competition from new medicines such as Biogen Idec's Tecfidera.

Novartis said it had been informed of a case of progressive multifocal leukoencephalopathy (PML) in a patient who had been taking Gilenya for MS for seven months.

It said it was working with the reporting physician to understand all possible contributing factors, including those beyond treatment, given several atypical features of the case.

"The course of the underlying neurological disease was rapid with some atypical findings for MS on the MRI scans of the brain and spinal cord, as well as some unusual clinical features," Novartis said in a statement.

Novartis said all previously reported cases of PML among the approximately 71,000 patients treated with Gilenya thus far had been attributed to prior treatment with Biogen Idec's Tysabri, which bears a known risk of PML.

Deutsche bank analyst Tim Race said the case may provoke some concerns about Gilenya's future growth potential. But he noted the incidence of reported PML cases for Gilenya has so far been extremely low.

"By the time there was a similar level of patient experience with Tysabri there had been 298 cases reported. Thus, even if the risk proves to be real it is likely to be of a very different order of magnitude," Race said in a note.

Shares in Novartis were trading down 0.8 percent at 66.10 Swiss francs by 0904 GMT (5.04 a.m. ET), compared to a 0.4 percent weaker European healthcare sector.

99% 20 Feet From Stardom

The movie takes its cues from Standing in the Shadows of Motown, another act of pop-culture revisionism that tried to give musical credit where it was due.

Just about everything in this movie is right. And anybody who gives a rip about unsung heroines of popular music and giving credit when credit's overdue had better come up with a good excuse not to see it.

You may never hear the Rolling Stones's Gimme Shelter the same way again after hearing Jagger's and Clayton's separate accounts of the recording of the song.

The enthusiasm and love of music on display is just unavoidable. "20 Feet" may not get the whole story, but it gets some good ones.

Music documentarian Morgan Neville uses a mix of live interviews and archival footage to let the singers, and their music, tell their stories of vocal triumph and thwarted ambition.

You know all those doo-doo-doos and whoa-whoas-whoas you hear in pop hits? Without them, supplied by the likes of Darlene Love and Merry Clayton, you likely wouldn't be singing along to the songs you hear on your car radio.

Although a few white and male backup singers appear, the film becomes a de facto chronicle of the experiences of many African-American women in show business, who -- like their counterparts in less high-profile jobs -- often are undervalued and exploited.

In a way, critics are the backup singers of film.

20 Feet From Stardom will be highly entertaining to anyone who ever let a needle drop into a '70s-era groove.

Neville does a good job of highlighting songs that are especially characterized by backup singers, like Lou Reed's 'Walk on the Wild Side,' and introducing us to some of the 'unsung' talent that made those hits possible.

This fantastic glimpse into the lives of background singers, old and new, directed by Morgan Neville, is completely mesmerizing.

It is a total pleasure, a rare treat, to listen and watch old footage of these indispensable performers belt out their melodies and harmonies. They are truly pioneers that helped shape the world of music for generations to come.

This is a fascinating doc for pop, soul, R&B and rock fans, for it peels back the often unfair layers of the music business like the skins on an onion. Sometimes, it'll make you cry to witness how terribly these talents were treated.

It's important to finally put names and faces to the voices of these women because, without them, countless songs would sound horrible.

Neville's greatest strength is as a historian, able to sort through a wealth of details to find the pieces he needs to tell one clear, compelling story.

Salutes songs that wouldn't work without the back-ups and, in effect, turn us all into back-up singers.

Not the deepest documentary you're likely to come across this year -- in fact, it's not deep at all -- but it may well be the most enjoyable one.

The transcendent joy and agonizing heartbreak of making music - and trying to make it in music - have seldom been captured as vividly as in "20 Feet from Stardom."

If music has the power to connect, "Twenty Feet From Stardom" shows it's those backup voices making the connection.

Lovers of classic R&B and rock will never get tired of revisiting this movie and its bonanza of performance footage.

Aljamaaheer set to take on Caspar Netscher at Goodwood ? Horseracing news

Aljamaaheer is set to take on Caspar Netscher in the Group 2 bet365 Lennox Stakes at Goodwood in England.

The latter of the two has been out of action for quite some time and it will be interesting to see how he goes in such a tough race on his comeback. Things will certainly not be easy for him, especially if the ground is challenging.

His camp seems pretty much confident though and his trainer David Simcock said, ?Caspar Netscher is set to run at Goodwood. He has settled in well and I couldn't be happier with him. He has proven very straightforward but we haven't rushed him. He was a horse who was let down to become a stallion and the likelihood is that he will improve for the run.?

The four-year-old colt has appeared in a total of 16 races and his performances in them have not been bad at all. Although his strike rate is a touch lower, he is considered to be a terrific performer and can cause plenty of problems for his rivals, especially when the conditions are in his favour.

Overall, he has managed to win five races, which is not a bad record at all. Moreover, he has finished as a runner up on a couple of times whereas secured the third spot on the same number of occasions.

On the other hand, Aljamaaheer has been doing a pretty good job this year. He is fit and has taken part in a couple of extremely important competitions for his camp. He ran twice at Ascot this season and made his camp proud on both occasions. He finished as a runner up once, but came back to take the top spot again.

Looking at the records of both stallions, it seems that the competition amongst them will be a close one, but the ground conditions will play a crucial role.

Clerk of the course Seamus Buckley claimed, ?We have been dry since 11am yesterday and I am very happy with the condition of the course. Glorious Goodwood is a long week and it is the aim to start the meeting on goodish ground.?

All of the horseracing fans at Goodwood will be looking forward to an exciting competition between some high ranked stallions.

Iraq to import natural gas from Iran

BAGHDAD (AP) -- An Iraqi government spokesman says Baghdad has signed a deal with Iran to import natural gas for power generation, further intertwining the economies of the two Shiite-dominated countries.

Electricity Ministry spokesman Musab al-Mudaris said Tuesday that the four-year deal stipulates that Iraq buy 850 million cubic feet a day of gas at international market prices.

Al-Mudaris added that the gas will be shipped through a pipeline which will be completed in the coming two months. He said the gas will feed a power plant in Diyala province east of Baghdad and two others in the capital to generate 2,500 MW. The deal was signed in Baghdad on Sunday.

Iraq has spent billions of dollars to rebuild its dilapidated electrical grid since the 1990s, but Iraqis still suffer chronic power outages.

Wyoming GOP primary race for Senate pits neocons vs. libertarians

The Republican primary for the U.S. Senate race in Wyoming could erupt into a proxy war in the battle between the libertarian and conservative wings of the party over national security, with Sen. Rand Paul supporting Sen. Michael B. Enzi in his re-election bid against the eldest daughter of former Vice President Dick Cheney.

Liz Cheney is a political novice but served in the State Department under President George W. Bush. She is a steadfast supporter of her father, who has been a lightning rod for debates over military adventurism and civil liberties since the onset of the wars in Iraq and Afghanistan.

Republicans skeptical of the Iraq and Afghanistan wars say the costs and resulting federal budget deficits helped fuel the tea party movement that powered Mr. Paul to victory in the 2010 U.S. Senate race in Kentucky. Indeed, Mr. Paul had to overcome opposition from Mr. Cheney, who called primary opponent Trey Grayson the ?real conservative? in the race.

?If that is the case that Rand Paul is supporting Enzi, it seems to me to be a proxy war between the neocons and the realist-slash-libertarians when it comes to foreign policy,? said Niger Innis, head of TheTeaParty.net.

?There is no question that neoconservative foreign policy ? understandably after 9/11 ? had a tremendous amount of influence over Republican foreign policy, but the pendulum has swung hard toward a more libertarian point of view, toward more realist foreign policy,? he said.

Ms. Cheney announced her candidacy in an online video last week, saying the GOP needs a new generation of leaders. She said Republicans must stop ?destructive? policies of the Obama administration that she thinks have diminished the U.S. on the world stage.

?We can elect leaders who are worthy of commanding our men and women in uniform,? Ms. Cheney said. ?This is our state and our country, and we don?t have to accept what Washington, D.C., has been doing to us.?

Mr. Paul quickly endorsed Mr. Enzi.

?I think that there is a faction of our party that I think is too aggressive in their approach to feeling like we have to be involved in every war around the world. I think that war is a terrible thing and should be approached reluctantly,? Mr. Paul said. ?It?s not that we don?t go to war and shouldn?t defend our country, but I think we should be reluctant. I think there?s some people within the party who may show an overeagerness or a rashness to war, and I think Sen. Enzi has showed a much more reasoned approach.?

Matt Welch, editor-in-chief of Reason magazine and co-author of ?The Declaration of Independents: How Libertarian Politics Can Fix What?s Wrong With America,? said this is the first Obama-era Republican primary challenge he can recall that was launched by someone from the party establishment.

In 2010 and 2012, the tea party challenged and went on to defeat a number of veteran Republican lawmakers who were dubbed ?RINOs? ? Republican in name only ? and accused of selling out the limited-government philosophy that the grass-roots movement espoused.

Mr. Enzi has scored well with conservative groups.

In 2012, the National Journal ranked his voting record as the eighth most conservative in the Senate, and he also received high marks from the American Conservative Union ? put right alongside the likes of former Sen. Jim DeMint of South Carolina and Sen. Tom Coburn of Oklahoma.

Heritage Action, the political arm of the Heritage Foundation, a conservative think tank, placed Mr. Enzi in the middle of the pack. Mr. Enzi was knocked in part for supporting a bill this year that gave states more power to collect billions of dollars in sales taxes on out-of-state Internet and catalog sales.

Mr. Welch said he finds it hard to believe that Ms. Cheney drew a line in the sand on the Internet sales tax.

When ifttt (free) first arrived on the Internet in late 2010 in beta, it quickly became one of my favorite websites. The strange name, pronounced like "ift," stands for "if this, then that," the opening of a logic statement or command. It's where you start when using ifttt to create "recipes" of automation in your digital life, no programming required. The site now has an ifttt iPhone app (also totally free), which largely mirrors the full website, and gives you access to the commands you've created and a history list of actions ifttt has taken on your behalf. It's one of the most valuable services on the Internet today, and a superb app for your iPhoneto boot.

ifttt Examples
It's easiest to understand what ifttt does by looking at a few examples of recipes you can create: "If there is an upcoming event on my Google Calendar, then send me a text message reminder with the event name, time, and address." "If someone tags a photo of me on Facebook, then save a copy of that photo to Dropbox."

To use the ifttt iPhone app and website, you first must sign up for an ifttt account, and then activate "channels" or other services that you want ifttt to leverage. For example, you might authenticate access to Facebook, Twitter, Box, Evernote, Foursquare, Google Drive, Instagram, LinkedIn, and many more. You can also add?your phone number if you want to create recipes that use text messages or phone calls. The list of supported channels is comprehensive. You can turn channels on and off at your will from both the website and the iPhone app, which means you're in control.

When you enable a phone number in ifttt for either text messaging or phone calls, you have to enter a code sent to that number, which helps ensure no one uses ifttt for nefarious purposes.

No Coding
The most amazing thing about ifttt is how simple it is to use. You might assume that the recipes would require some programming know-how, but they don't. Not at all. The iPhone app walks you through possible services and actions in one of the most simplified manners I've ever seen. It uses icons and large text to make the recipes completely easy to create.

While you can create your own commands from scratch using what boils down to a "choose from the listed options" kind of interface (see the slideshow for a more complete picture), ifttt also lets you browse recipes that other users have created and made public. A section for browsing public recipes lets you see ones that are featured, trending, or most popular of all time. You can also search for recipes, which I think is useful if, say, you know you want to do something with your Facebook status updates, but you're not sure what exactly. You can search for "Facebook status" and see what kinds of recipes other users have made.

Whenever I look through ifttt's suggested recipes, I always find automations that would make my digital life so much easier and richer, but that I never would have thought to create on my own. It's a marvelous place to explore.

Ifttt gives the user control over the recipes once they're created as well, so you can turn them on or off any time without deleting the recipe from your file. An activity log shows you not only the recipes you've created and when you toggled them on and off, but also other factors that might affect ifttt's ability to perform the function, such as failed API calls.

A Stroke of Genius
The iPhone app ifttt is a stroke of genius, and thus a PCMag Editors' Choice. It's also one of my favorite apps for making my life simpler and better organized. Ifttt is an app I will be recommending to friends, family, and colleagues for a long time to come.

Insight - Science for hire:exposes disclosure deficit

NEW YORK (Reuters) - By 2012, Eastman Chemical seemed to be perfectly positioned when it came to producing plastic for drinking bottles. Concerns about a widely used chemical called bisphenol A (BPA) had become so great that Walmart stopped selling plastic baby bottles and children's sippy cups made with it and consumer groups were clamoring for regulators to ban it. Medical societies were warning that BPA's similarity to estrogens could disrupt the human hormone system and pose health risks, especially to fetuses and newborns.

Eastman, a specialty-chemicals company headquartered in Kingsport, Tennessee, had been selling Tritan, its trademarked hard, clear plastic, as an alternative to BPA for five years. It told prospective customers that Tritan was free of BPA and any other chemical that mimicked human hormones like estrogens. To support the claim, the company pointed to "independent third-party testing," whose results were reported in the journal Food and Chemical Toxicology, which is published by Elsevier.

As more manufacturers and retailers abandoned BPA, some wanted to make absolutely sure that Eastman's safety claims for Tritan had been reviewed independently. The Austin, Texas, office of upscale grocer Whole Foods, for instance, asked Eastman if it funded "any of these labs" that determined Tritan had no estrogenic properties, according to an email from Eastman chemist Emmett O'Brien and disclosed in a lawsuit.

"I mentioned that we did not and they were happy with the answer," O'Brien said in the email.

Eastman did not make O'Brien available for comment. Because an employee of Whole Foods "is under subpoena in this case," said spokeswoman Libba Letton, "we can't comment on it."

In fact, the four labs that tested Tritan for the peer-reviewed paper in the Elsevier journal received funding from Eastman that was not publicly disclosed. Also not reported by Eastman's marketing materials or the paper: The lead author of the study, who analyzed the data from the four labs, was paid by Eastman for that work.

The financial relationships Eastman had with four "independent" labs emerged from discovery in a lawsuit brought by the company against two chemical testing and consulting firms that challenged the safety of Tritan. In the case, which began this week in Austin, Eastman alleged that PlastiPure Inc and CertiChem Inc falsely portrayed Tritan as having hormone-disrupting properties similar to BPA in an effort to market their own services.

It isn't clear how or whether Eastman's role in sponsoring its pro-Tritan study will figure in the case. But the connection between Eastman and scientists who produced the favorable study raises questions among some scientists and businesses about the company's description of the research as independent.

Eastman spokeswoman Maranda Demuth said that although the company commissioned the labs to do the studies, it "had no role or input on the analysis of the tests or the results."

Elsevier confirmed to Reuters that prior to publication the paper's lead author and his co-authors - scientists from the four labs - disclosed to the editors that Eastman paid them to conduct the analysis and write it up. But the paper carried a note saying that the "authors declare no conflict of interest," and there was no "acknowledgements" section, where researchers typically indicate who funded their work.

As a result, readers had no way of knowing about the Eastman connection, information that scientists typically use to judge the merits of a study's methodology and conclusions.

The reason for the nondisclosure, said Tom Reller, vice president of global corporate relations for Elsevier, was that "they (the authors) felt there was no conflict as Eastman had no part in the design, analysis or data interpretation." He said the journal's editors, who declined to comment to Reuters, accepted the authors' declaration, but he declined to explain whether it is authors or editors who get the final say in whether information about funding is disclosed via a "conflict" statement. It is not apparent how frequently conflicts of interest are reported in Elsevier journals.

The approach of letting authors decide if they have conflicts of interest that should be disclosed is embraced by some less prominent science and medical journals. The leading scientific journals, in contrast, tell authors that any financial relationship with an interested party in the research must be disclosed to readers. U.S. law requires that scientists disclose ties with pharmaceutical companies when they present research.

"It's not for authors to decide what a conflict is," said Dr. Jerome Kassirer of Tufts University, former editor of The New England Journal of Medicine and a longtime leader of journals' efforts to disclose such conflicts to their readers. (He is not involved in the Eastman lawsuit.)

"A conflict exists when there is a dual loyalty," said Kassirer, who believes both journal editors and authors are on the hook for being as transparent as possible regarding funding. Disclosing payment from an interested party and then telling the journal such compensation is not a conflict of interest "is a highly unusual way of doing things," he said.

DUELING STUDIES

CertiChem and PlastiPure, both founded by neuroscientist George Bittner of the University of Texas, published a paper in 2011 in the journal Environmental Health Perspectives (EHP) reporting that many non-BPA plastics such as Tritan have estrogenic activity, especially after being exposed to sunlight or washed with detergent. EHP is published by the National Institute of Environmental Health Sciences, part of the U.S. National Institutes of Health. Tritan is a polymer made of three molecular building blocks; none are BPA.

The authors disclosed that they are employed by, own stock in and have other financial ties to CertiChem and PlastiPure, as shown on the first page of the paper.

On the heels of this study, PlastiPure, a consulting firm that advises companies on ways to synthesize new or existing plastics to make them hormone-activity-free, told clients and asserted in brochures pitching its services that, based on the research reported in EHP, Tritan is not estrogen-activity-free.

Eastman's contrary claim, that Tritan is not estrogenic, was bolstered by the 2012 study in Food and Chemical Toxicology. Based on tests from two university and two commercial labs, the authors concluded that the three molecules from which Tritan is made "do not pose an ... estrogenic risk to humans."

Court documents show that Eastman paid lead author Thomas Osimitz, a toxicologist at consulting firm Science Strategies, $10,000 to assemble the data and write the paper. The remaining authors were scientists at the labs, and all received payment from Eastman, the company's lawyer Rick Harrison said in a pretrial hearing. The total value of the four lab contracts, which funded the scientists to conduct tests on Tritan, could not be determined.

"There are statements by the ... authors that they were funded by Eastman in participating and writing the paper," Harrison told Judge Sam Sparks. "Those have never been made public."

Gary Sayler, a co-author of the Food and Chemical Toxicology paper and director of the Center for Environmental Biotechnology at the University of Tennessee, one of the labs that provided data on Tritan, said Eastman had sponsored the testing that produced the data for the Osimitz study. Eastman acknowledges this.

"The work was done under contract to our research center," Sayler told Reuters. "Just normal salary and supplies. Nobody was supported in anything above their normal salary rate."

Researchers from the other three labs declined comment, citing the ongoing litigation, or did not respond.

Despite efforts by U.S. lawmakers and scientists to make research more transparent, how researchers, journals and companies interpret disclosure requirements varies widely, members of the research community say.

"Many journals don't even ask about conflict of interest," said Sayler, who is himself the editor of an environmental studies journal. "Normally if you just report the funding for research that's sufficient ... It's not a fiduciary responsibility on my part. We're not going to be enriched by this."

Documents in the Austin trial suggest that Eastman was involved in designing the Osimitz study even though it was conducted far from its headquarters and despite the authors' claims to the contrary. According to an expert report that he submitted to the Texas court, Eastman toxicologist James Deyo worked with one lab to "develop the proper dosage levels" of Tritan monomers to give to lab animals in the test, the goal of which was to determine whether Tritan mimics human hormones.

Asked about the discrepancy between Deyo's statement and Eastman's characterization of the research as "independent," spokeswoman Demuth said the company "is not providing additional comments beyond what is publicly available."

Deyo also said that he helped work out the "protocols" for the study - essentially, how it would be conducted. Both dosage levels and protocols can affect an experiment's outcome.

Eastman maintains that because the four labs are not part of the company per se, their work can accurately be described as independent and "third party."

Three days before the start of the trial, Osimitz told Reuters that the Elsevier journal's disclosure forms were "very confusing." He declined to comment further on the pre-publication vetting process, but said that he had just submitted to the journal a correction to the statement that "the authors declare that there are no conflicts of interest."

"Eastman paid for the work," he said. "There is no question about that."

Paladin reports record output at Africa mines

PERTH (miningweekly.com) ? Dual-listed uranium miner Paladin Energy has reported record production for the full 2013, driven by unprecedented output at its African mines.

Production for the full year ending June reached 8.25-million pounds of uranium oxide (U3O8), which was up by 20% on the previous financial year and well within the previously stated production guidance of between 8-million and 8.5-million pounds.

The Langer Heinrich mine, in Namibia, delivered a record 1.35-million pounds of U3O8 during the three months to June, achieving 104% of the nameplate capacity, with yearly production for 2013 reaching 5.29-million pounds. This was also a 20% increase on the previous financial year.

At the Kayelekera operation, in Mali, Paladin delivered a record 789 439 lb of U3O8 during the June quarter, while full year production reached 2.96-million pounds, also up 20% on the previous financial year.

The increased production at both Langer Heinrich and Kayelekera comes after Paladin instituted a range of optimisation initiatives at the project sites.

The miner said cost reductions forecast in November of last year had also been exceeded at both sites and more gains were expected during the 2014 financial year.

During the full year, C1 costs at Langer Heinrich were reduced by some 9% compared with the previous financial year, while C1 costs at Kayelekera were reduced by 24% on the previous financial year.

For the full 2014, Paladin expected to produce between 8.3-million and 8.7-million pounds of U3O8.

CAR statsAll corners of Colorado?s housing market enjoyed a robust second quarter, from the Denver area to the mountains, to agricultural rural pockets, according to a report released today by the Colorado Association of Realtors.

?Overall the picture for housing in Colorado is quite good with increased numbers of sales, higher median sales prices, and less time on the market ? regardless of which part of the market you consider,? according to the report.

?Lender-mediated sales as a percentage of overall sales declined in every area indicating further strengthening and stabilizing of the housing market,? the report continued.

Good Times

The CAR expects the good times to continue

?With higher prices comes some decline in affordability and with small inventories in most regions, competition for the best properties will likely continue,? according to the report.

Sales of single-family homes, condominiums and townhouses increased 16 percent in Colorado in the second quarter compared with the second quarter of 2012, according to the Quarterly Market Statistical Report released today by the CAR.

Here are some of its findings:

  • In total, there were 28,068 closings in the second quarter, 16 percent more than in the second quarter of 2012.
  • Year-to-date, sales rose almost 17 percent, compared with the first six months of 2012.
  • New listings also increased about 16 percent to 42,348 with growth in new townhouse-condo listings outpacing single-family homes.
  • The median sales prices statewide rose just over 8 percent to $260,000 for single-family homes and $170,000 for townhouses and condominiums compared to the first quarter 2012.
  • Days on the market continued a downward trend, down 25 percent for single-family homes and down 29 percent for townhomes and condos.
  • There were 33,256 active listings statewide, at the end of the second quarter, representing a 4.6-month inventory for single-family and a 4.1-month inventory for townhouses-condos.

?These figures are very encouraging, continuing trends we reported last quarter and in some instances showing even stronger improvement in our regional markets,? said CAR spokesperson, Karen Levine.

?Beginning this quarter we are able to report results separately for single-family and townhouses-condos. Drilling down even further on the statistics and market intricacies will help consumers better understand market trends and assist our Realtor members in serving both sellers and buyers successfully,? Levine continued. ?In both categories we are seeing more sales, increased median pricing and fewer days on the market.?

Meanwhile, sales of lender-mediated properties (properties owned by banks and other mortgage lenders) declined strongly as a percent of all sales, adding to the sense of recovery.?All regions of the state saw declines with the metro and mountain regions experiencing the largest drops, quarter to quarter.

Affordability

The CAR Housing Affordability Index, a newer statistical measure for Colorado?s housing market, showed declines in all areas of the state for both single-family and townhouse-condo listings.

This pattern should be expected as housing prices move up unless personal income increases at a comparable rate.

An index of 120 means the median household income in that area was 120 percent of what is necessary to qualify for the median-priced home under prevailing interest rates.

A higher number is usually interpreted as greater housing affordability. Higher values generally benefit buyers whereas lower values help sellers.

The greatest affordability during the second quarter of 2013 was in the townhouse-condo market in the Northwest Region, with an index number of 220. In comparison, the rates in the Mountain Region were 91 for single-family homes and 107 for townhouses-condos, the lowest readings for the quarter.

In addition to cumulative statewide statistics, CAR has released six regional reports:? Metro Denver Region

Sales of single-family homes in this region rose 13.8 percent, while townhouse-condo sales increased by more than 20 percent. The median sales price jumped 9 percent for single-family to $284,000 and nearly 13 percent to almost $164,000 for townhouses-condos.

One of the consequences of improved prices is that the Affordability Index for Metro Denver has dropped steadily during 2012 and into the second quarter 2013. By this measure alone, condos are significantly more affordable in the Metro area than single-family homes. This area of the state sees the fewest days on the market (45 for each kind of property) and experienced the largest drop in this measure quarter to quarter. The quarter closed with 12,450 active listings representing slightly less than a three-month supply.

Mountain Region (Garfield, Grand, Gunnison, Jackson, Pitkin, Routt, San Miguel and Summit counties.)

The number of new single-family listings increased 6 percent, while townhouse-condo new listings declined by 1 percent.

Sales increased for townhouses-condos by 7 percent and fell 1 percent for single-family homes.

The median sales price rose 14 percent to $397,000 for single-family and 12 percent to $334,250 for townhouses-condos in this region, which includes Colorado?s ski resort communities.

With just under 3,800 active listings, this region has approximately 13 months? supply of inventory which, in these areas of the state, is not unusual.

Lender-mediated property sales as a proportion of all sales declined significantly to 16 percent. Days on the market dropped more than 10 percent for single-family properties to 154, but rose 4 percent to 175 for townhouses-condos.

Northeast Region (Boulder, Larimer, Logan, Morgan, Weld counties)

This region of Colorado continues to see double-digit growth in new listings , up 15 percent, while sales were up 16 percent.

The median sales price rose 6 percent.

Both the quarterly and year to date new listings of single-family homes matched the rate of growth for townhouses-condos.

The number of townhouse-condo sales increased slightly more than single-family though the median price increase was significantly greater for single-family (9 percent versus 4 percent). Days on the market are identical at 81, an average 25 percent drop over the same quarter last year. The region had nearly ,6000 homes available at the end of the quarter, representing a 4-5 month supply.

Northwest Region (Delta, Hinsdale, Mesa, Moffat, Montrose, Pitkin, Rio Blanca counties.)

This region had a sixth consecutive quarter of increased new listings, up 14 percent compared to the second quarter of 2012 attributable entirely to an increase in single-family listings as townhouse-condo listings remained flat.

Single-family sales rose by 6 percent and the median price on those homes increased 3 percent to $175,000. The townhouse-condo market did not fare as well on sales, as they were down 11 percent. The median price, on the 66 properties sold, however, rose 12 percent to $141,225 compared to the same quarter last year.

This area of the state experienced another large drop in lender-mediated sales, down 27 percent and enjoyed the highest Affordability Index at 222 for townhouses-condos.

Southeast Region (Baca, Chaffee, Crowley, Custer, El Paso, Freemont, Huerfano, Las Animas, Otero, Pueblo and Teller counties)

Southeast Colorado home sales increased 19 percent to 4,346 during the second quarter of 2013 compared to 2012. New listings increased by 17 percent and the median price rose 7 percent.

New listings of townhouses and condos outpaced single-family homes, 30 percent versus 16 percent, as did sales, which rose by 33 percent, compared with 18 percent.

The median price for single-family homes rose to $200,000 and for townhouses-condos, to $136,000.

Days on the market are among the best in the state with drops of 16 percent to 84 days for single-family homes and 23 percent to 72 days for townhouses-condos. There were about 8,400 properties available in this region at the end of the quarter representing a seven-month supply.

Southwest Region (Alamosa, Archuleta, Conejos, Costilla, Dolores, Hinsdale, La Plata, Mineral, Montezuma, Saguache and San Juan counties.)

The Southwest Region experienced the largest increase in the state for sales , rising 22 percent rise, while the median price of a home rose 22 percent. There were 562 properties sold during the second quarter.

Though the number of townhouse-condo sales increased more significantly than single-family homes quarter to quarter, the median price for those properties actually declined 13 percent to $178,300.

The single-family home sales, which represented 85 percent of the quarterly sales, increased in median value by 30 percent to $249,500.

Days on the market dropped for single-family homes by 10 percent and rose 2 percent for townhomes and condos.

With more than 2,500 properties available at the end of the quarter, there are sufficient single-family listings to last 16 months and townhouse-condo listings to last 12 months.

Senate ends blockade against consumer chief pick

WASHINGTON (AP) ? The Senate has voted to end a two-year Republican blockade that was preventing Richard Cordray from winning confirmation as director of the Consumer Financial Protection Bureau.

Tuesday's 71-29 vote came minutes after Senate Majority Leader Harry Reid announced that he and GOP leaders were working toward a deal aimed at freeing up seven stalled appointments President Barack Obama has made to the consumer agency, the National Labor Relations Board and other agencies.

Obama had used a recess appointment to put Cordray in charge of the agency, an appointment that expires in January. Republicans had solidly opposed Cordray's nomination, demanding that Obama first agree to change the agency's financing and structure.

The consumer bureau was created by the 2010 law that overhauled federal financial regulatory powers following the Great Recession.

GOP seeks funds for Ft Wayne convention

FORT WAYNE, Ind. (AP) -- Republican Party officials in Fort Wayne are working to raise $250,000 toward their efforts to secure next year's Indiana GOP convention for the city.

Allen County Republican chairman Steve Shine says that money would be spent to help cover hotel expenses for delegates and perhaps provide bus transportation to Fort Wayne for those living in distant parts of the state. Shine tells The News-Sentinel he's also looking to line up a nationally known entertainer for a possible event at the city's downtown baseball stadium.

Incoming state GOP chairman Tim Berry says he'll soon be looking at details about holding the convention in his hometown.

The Republican state convention has always been held in Indianapolis. Indiana Democrats held their state convention in Fort Wayne for the first time last year.

BELFAST (Reuters) - Rioters threw petrol bombs, bricks, bottles and fireworks at police in a third night of violence in Northern Ireland around traditional Protestant marches, wounding one officer early on Monday.

Protesters built a burning barricade across one road and burned out one car during the clashes that first flared on Friday following a dispute over a marching route.

Thousands of pro-British Protestants march every summer, a regular flashpoint for sectarian violence as Catholics, many of whom favour unification with Ireland, see the parades as a provocation.

A 1998 peace deal mostly ended decades of sectarian strife in the British province but trouble still breaks out, particularly around the Orange parades which mark a 1690 Protestant victory over a Catholic king.

Police said they had brought hundreds of reinforcements from Britain to cope with any more violence.

Both the Protestant Orange Order, which organises the marches, and the devolved government, called for calm.

"It's very important that cool heads prevail in these circumstances and I hope people will obey the announcement and statement by the Orange Institution that people should desist from violence," said Peter Robinson, who heads the government.

Protestant marchers, unhappy because authorities ruled they could not walk along a stretch of road that divides the two communities, started throwing bricks and bottles at police on Friday.

The force responded with water cannon and rubber bullets.

Forty-four police officers have been wounded over the weekend and 49 people arrested, including one aged 10.

Special court sittings were held on Sunday to deal with 10 of those charged and most were remanded in custody.

For Obama's climate plan, devil is in the details

WASHINGTON (AP) ? Frustrated by a recalcitrant Congress, President Barack Obama has vowed to take climate change into his own hands. Now he has to deliver.

Three weeks after giving an ambitious speech to outline his proposal, the president begins the arduous task of executing it. Obama's plan is a complicated mix of rule-making and federal permitting that's tough to encapsulate in a neat sales pitch ? and may be even tougher to put into action.

By pledging to use his authority under existing laws, Obama freed himself from the need to sell the plan to skeptical lawmakers whose support he would need if he had to push a major climate change bill through Congress. Even so, he still needs public support to help shield vulnerable Democrats already facing criticism over the plan; their fate in the 2014 elections will determine whether Obama can accomplish much of anything during his final two years.

"While he can do some stuff on his own, he can't do others," said Jim Messina, Obama's 2012 campaign manager. "Congress needs to act on some of these things." Messina is now chairman of Organizing for Action, the group formed from Obama's campaign to advocate for the president's agenda.

The centerpiece of Obama's plan is imposing the first-ever limits on carbon dioxide emissions from existing power plants. This will require each state to draft its own compliance proposal, placing a major component of Obama's legacy largely in the hands of governors and state policymakers, many of whom are deeply skeptical about the plan and what it could mean for local economies.

Obama knows the clock is ticking. Most of what he has proposed will take years to carry out, and he only calls the shots through 2016. So his aides, Cabinet secretaries and allies are fanning out, trying to start putting the plan in place as soon as possible.

The president took some steps almost immediately after unveiling his proposal. Energy Secretary Ernest Moniz overhauled an $8 billion loan-guarantee program, one that had largely sat dormant for 5 years, to spur new technologies. Interior Secretary Sally Jewell approved a wind project in Arizona that the administration says will power up to 175,000 homes.

And the Environmental Protection Agency quickly sent a reworked proposal for emissions limits on new power plants to the White House.

When the Obama administration first proposed the limits last year, the energy industry balked, arguing the EPA was being heavy-handed because it used the same standard for natural gas as for coal. The industry argued this would mean a moratorium on new coal plants because the technology needed to retrofit plants to meet the standard isn't commercially available or cost-effective.

The new version of the rule hasn't been publicly released. But a senior White House official said the limits will now use different standards for natural gas and coal, essentially bowing to claims that the original rule was ill-conceived. The official was not authorized to divulge details about the rule ahead of its release and spoke on condition of anonymity.

Other steps have yet to be taken. The White House and the EPA are focusing on finishing the rules for new plants before they turn to the far trickier proposition of regulating existing plants.

Coordination and outreach to the 50 states won't ramp up until the fall, the official said. Obama's team insists it is confident it can convince states to go along with Obama's plan.

Heather Zichal, Obama's top energy and climate adviser, said important steps are being taken even in Republican-led states such as Texas and Utah, where local leaders have been confronted firsthand with drought and other environmental challenges blamed on climate change.

"The conversation outside the (Washington) Beltway is much different than the conversation inside the Beltway," Zichal said. "You will see us trying to connect those dots."

But don't expect Obama to try to sell the plan in the same ways he did with immigration and health care. With climate change, Obama can't fly around the country rallying Americans to demand their House members and senators vote yes on a bill. That's because there isn't one.

Even so, Obama has signaled he wants Americans engaged on the issue. He's deployed his "Energy Cabinet" ? Moniz, Jewell, his agriculture and EPA chiefs and others ? around the country to explain what the administration is doing and why. The White House said Obama, too, will be part of that effort, although it hasn't said whether he'll travel or make big speeches to tout the plan.

Obama's aides see parallels with gay marriage, arguing there's been a dramatic shift in public opinion on climate change that benefits their side.

On some levels, they're right. When AP-GfK asked Americans in November whether global warming, left unabated, would become a serious U.S. problem, 80 percent said it would ? about the same as in 2009. In those three years, though, those who doubt climate change has been occurring have become less certain about it. In 2009, 52 percent of those who questioned climate change said they were sure it was false. In 2012, that figure dropped to 31 percent.

For Obama's supporters, criticizing those who doubt climate change has become something of a sport ? a rallying cry for the Democratic base the same way Obama's so-called "war on coal" has become a conservative mantra. Organizing for Action, Messina's group, is calling out every member of Congress who doubts the planet is getting warmer.

The challenges ahead are easy to spot. The authority Obama is invoking comes from the Clean Air Act, a labyrinthine 1960s-era law that's never been used to regulate heat-trapping gases from existing power plants. The law says EPA must publish guidelines and give states time to create their own plans to meet those goals. Then the EPA gets to approve or reject those plans, setting up likely confrontations with Republican governors and some coal-state Democrats who want nothing to do with making life harder for local industry.

But if states simply refuse to propose their own plan, EPA gets to write the plan for them. It's a heavy lift with echoes of Obama's health care law, under which Washington will operate new insurance exchanges in more than half the states, after states refused to do so themselves.

"There's absolutely no precedent here," said Jeffrey Holmstead, who ran the EPA's air and radiation division under President George W. Bush. "The EPA has been given the task of fitting a very large square peg into a very small round hole."

Youth Baseball: Ken Hubbs Little League rolls to victory

RIALTO - Starter Eddie Aldama was dominant early, then the Ken Hubbs Little League bats came alive.

Ken Hubbs broke open a close game with six runs in the fifth inning and went on to down Barstow 13-4 in the second game of the Section 8 Little League Tournament at Frisbie Park on Saturday night.

Ken Hubbs advances to play Highland in the winner's bracket game at 8 p.m.

Sunday, while Barstow faces Vineyard in an elimination game at 5:30.

Aldama struck out five of the seven batters he faced in two innings. Ken Hubbs took a 4-0 lead the lead in the top of the second with four runs, with the final two runs scoring on a dropped fly ball with two outs.

It was 5-1 in the fifth when Ken Hubbs erupted for six runs, capped by Juan Navarette's three-run homer to put them on the verge of a mercy-rule win.

They were one out away from the victory in the bottom of the fifth when Kevin Locke's three-run double kept Barstow alive and made it 11-4.

But that was the biggest offensive highlight for Barstow, which had just two hits against Aldama, Billy Alvarado and Noah Para. Ken Hubbs had 13 hits, with Aldama hitting a home run in the sixth inning and Abel Madueno going 4 for 4 with a double.
